Open Question: Public transportation in Santa Barbara/Ventura California not available throughout the city.?

Im moving to either Santa Barbara or Ventura next month. But I wont have a car available, but will have very little money. How would i travel to places to even school (brooks institute)? There aren't bus route available on every single block in town. So if theres no bus route to a certain location i need to go daily, how would i get there? And no, Im not walking 15 miles every day. Would i have to buy a moped? what about rain? I have little money, and it'll be alteast acouple of weeks, maybe a few months before i get a job. HOW WOULD I GET AROUND? is my question....
